How to format without System Files?

Just installed an additional HD and want to format it without system files.

Have tried several times Right clicked on My Computer, right clicked on the drive, and clicked Format. Even though I was not given an option, if formatted with system files. Also tried from a DOS prompt without any switches and still ended up with system files. :mad:

How in the heck can I format it without the files? :confused: :confused:

Using Win XP SP2.

Formating through Control Panel > Administrative Tools > Computer Management > Disk Management is not what you are looking for?

I also Formatted that way. Was not given a system file option and it formatted with the fies.

some files will automatically be put on the drive, like the recycle bin and system restore files.

what's the big deal? can't you just delete the files?
