Can somebody recommend a simple, inexpensive PDF editor for Windows 10?

Once in a while I need to highlight or underline a sentence in a PDF file and save with the changes. If it has the capability to combine multiple PDF files into one or split PDF files that would be nice, but not necessary. I can't see spending $13 a month for Adobe Acrobat and Foxit PhantomPDF is $8 a month. I don't want to use a freebie or cloud-based app such as CutePDF Editor because they can only edit small files and my experience with freebies is that you get what you pay for. So I'm willing to pay, but I wonder if there is an inexpensive, simple PDF editor that would meet my very basic needs.

Thank you SpywareDr. I purchased a copy of PDF-Xchange Editor and I"m using it. I like it already. I appreciate the tip.

Late, apparently, yet you might well consider trying this one as well w9.pdffiller.com but don't if its price would suit you, it's $6 per month so not much cheaper than Foxit. Nevertheless, it has a free trial period and the number of features is worthy
