Are you writing because you have a chance to get a good deal on one? Or somebody is giving you one?
Most people would agree that Plextor makes the best CD-RWs which have price in proportion to quality.
Second choice might be Ricoh. Then maybe Yamaha. Hard to say.
pricewatch has them starting at $86 for the bare drive.

I bought a Mitsumi 4x4x32 over a Plextor x12.
All I needed it for is to burn the odd cd now and again. For that it is fine. Just very very slow. The software is rubbish as well and not up to date. It does the job, but not much else.
If you're a music pirate, buy the Plextor.
