Since you're getting connected, that tells us that the ISP is configured, at least enough to connect.
The IE browswer may need a repair. In Control Panel, Add Remove, scroll down to Internet Explorer 5 etc. Choose to remove it, and you'll be prompted with 3 choices. Choose Repair.
What message are you receiving? It will be at the top of the Browser if there is a DNS error or malfunction in your configuration files.
