Serial Port Connection for PC and GPS

I recently hooked up my Garmin GPS 12XL with a Garmin interface cable to my Pentium 90 PC.
However, when I try to download waypoints information from the software program (TOPO GPS) to the Garmin I get the error message "serial port in use by another program". To my knowledge the port is not being used by another program. How can I check out this conflict? I tried connecting to other ports (the mouse port) and I get the same message.
    Any advice appreciated. Thanks.

    go to Control Panel
    2click system icon
    click device manager tab
    2click ports

    Good luck!
