When I am online and someone goes to use the phone elsewhere in the house I get cut off. Is there a way to fix this?

YES...just make sure that no one goes to use the phone elsewhere in the house.
Sorry - I couldn't resist that...

kevin has your answer.I'm trying not to laugh but I can't help it Get a dedicated phone line for your P.C if that is not a option.Just tell the member's of your family to stay off the phone while your online.

Few things can be as frustrating as having your own co-dwellers pick up a phone and cut you off the net. Try an electric cattle prod the first few times they invade your connection. They'll get the message.
Alternately, a second phone line will do the trick. Just make certain that its accessed from only ONE jack (attached to your puter) so that history doesn't repeat itself.
One good turn... usually gets most of the blanket.

...or...here's one...pillage all the house phones, and buy everyone in the family his/her own cellular phone

Wait, I've got one. Crazy glue all the phone handsets to the phones, so that noone'll be able to pick up the phone. Problem solved. I don't see any repercussions with this solution at all! Am I a genious or what?!

JTC...If you superglue all the handsets, how are you going to call 911 when your irate housemates are bludgeoning you??? I usually unplug all the phones and lock them up until I'm done...

Move to Japan!
Here, once you're on-line, the other house phones don't f*ck with the internet connections—unless, of course, you have "call waiting". Then, any bastaad who rings YOU causes your connection to disintegrate into cyberdust!!!
Them cattle-prods don't work so good on long-distance calls!
The situation is hopeless, but not serious.
