PC World has a short blurb on the difference in their current issue (available online). Basically they said that the speed advantage of the PCI was minimal and that they saw a bigger difference when connecting to their ISP. They said that some ISA modems have on board controllers while the PCI's (and IBM's ISA) did not, which slowed down the initial connecting. After that they found IBM's ISA the fastest, so it seems as if PCI was not that important.
