Matrox are tops at 2d and since your not gaming get either a G450 or G400.Their price is low to because of their poorer 3d (gaming ) quality.The G450 has a TV out and built in DVD support not sure about the G400. I bought mine as an OEM ,it came with the Driver disk and TV-out cable for $169Cdn(and I've ssen them cheaper online) ,so you should be able to find one in your price range.
