Does this sound like a bad video card?

My granddaughter's PC's HD clinkered, I installed another, Fdisked and formated it with no problem. When I started to install Win98, after the scandisk is finished the video drops to a scrambled color ban across the middle half of the screen.
This is a 586 with 20mb ram and a 1gb hd.

I'm not sure how this would happen after just reformatting and installing windows, but it sounds like the refresh rate is to high for the monitor to handle.

Atleast thats what has happened to me in the past if I hooked up an older monitor to a machine that is running a higher refresh rate.

KilrB, Win98 did not install, just when it started is when the video scrambled.

Sounds like a bad vid card..i had same problem trying to install windows 98 and linux before i could try to do setup boom it went blank..replaced vid card..works like a horse.
