What's ATI VIVO?

I know ATI's VIVO is Video-In-Video-Out, but what is it really? Can I watch TV on a VIVO card, or do I have to hook up a VCR to record, or is it just for taking still shots? Judging by the pictures, it's an RCA composite video jack input; do I need to bring in audio through the sound card?

You can watch TV via an external tuner, such as a vcr.

Any idea if it works with dual monitors? eg, if I get some crappy 8mb PCI card to drive a 2nd 17", could I use the 2nd PC as a TV, or does VIVO have to play through the radeon?

I'm doing that at the moment.
It works very well. The ATI software automatically switches the sound input on/off when you start/stop the video input so it's a bit like having one of the All-In-Wonder cards (except you change channels on the VCR).

P.S. The one issue that I've found is that system response slows down alot for about a minute when you first initialise the video input. I think it's due to the auto balance/contrast facility kickin' in and munchin' CPU cycles.
