TV-out Tweak??

Any of you guys got a proggie that tweaks the quality of TV-out in vid cards?? I read of this in one of the hardware tweak websites I frequently visit but I forgot which one and can't find it now...

I remember it says that it dramatically increases the quality of Tv-out quality for DVDs and games. Can any of you provide me a link to it??
