windows 7 wordpad (rich txt doc.) fonts and font options missing

hello,

In wordpad, I am missing all fonts, font color and resizeing, and Bold Iatlic and underline. I have everything else.

I tried system restore and system file checker, same problem. all options in the font section are blank empty boxes and scroll down boxes. clipboard, paragraph,Insert,Editing are fine. here is a pic,
