"UNSCRAMBLED" ICONS - everywhere, anytime in Win98

I just upgraded my PC. got the following:
ASUS P2B 440BX
Diamond Stealth II G460 AGP
Diamond Monster II 8mb

I experience unscrambled icons (color messed up until i can't even see it, like cable TV those unscrambled situation, in color)
I updated every drivers possible from Diamondmm.com and it still appears from time to time.

Exp. the ONLINE/OFFLINE and LOCK icon on the lower left of Netscape. it appears unscrambled, and i minimized the whole window, and max it up. it's ok -- temporary and then came back.

EXPERTS pls help.

Unscrammbled, or scrammbled? If your computer scrammbled the icons before, and unscrammbles them now, that's good. If they were unscrammbled before, and scrammbled now, that's bad.
