Looks like you are right, your CPU is the bottleneck....
any excuse to upgrade, but that means i eather have to stick with an AGP S939 board with a slower chipset or sell the X800PRO, so i can get a PCI-Express Nforce4 board and then buy likely an X800XL. (well a guy i know is selling a PCI-Express X850XT for £260 inc postage)

I can put the Athlon XP 3200+ which runs at 2.2GHz I think so my XP-M 2500+ is identical really because of the adjustable multiplier.
I do have the option of getting some low latency overclocking memory and a good HSF and overclock more but I don’t know how much difference it will make, plus im looking for a good excuse to go 64-Bit and try out windows XP 64

well i just went into my parts box and pulled out 2X 80mm fans, added them to the case with the other 2 already in there (all at 7V to keep the noise down), went into bios, set the FSB to 210MHz and the multi to 11.5x then the voltage to 1.8v (it needs this much because the board has no 4 pin connector to supply more voltage ) i then set the memory to 2.5-4-4-11 @420MHz @ 2.6v and ive got prime running now @ 2.415GHz
should make a nice difference in games, windows feels more responsive.

UT2004 is mostly starving on the CPU, in that game I got much more of a boost by overclocking a bit my CPU to 3GHz than everything else (game tweaks, drivers and modding vidcard to XT PE), still I'm pretty much CPU limited at 1600x1200.
As for the voltages, don't feel too bad... I don't know if it's the same on the AMD side, but some Asus Intel boards like mine are known to overvolt at idle, and undervolt quite a bit under load. Many serious overclockers (i.e. not me ) do a voltage mod to these boards to stabilize them. With 1.6v I can get 1.66v at idle and 1.54v at load, and I got a 4-pin connector If you have good cooling, the overvoltage at idle yields no difference at all in temperatures.
