    install antec power supply up or down?

    2nd fan in illustration shown up in true430 ps. Is that an intake fan? should it be installed down in a tower?

    yes. that fan should be right above the cpu sucking in air.

    The screws will only line up one way anyway, so you won't be able to install it upside down
