what fan to buy for extreme Oc'n?

I have a zalman cnps7000a-cu fan and it's keeping my system idle@38C and full load @43C
I want to OC to 3.6 Ghz
What would be the best heatsink/fan combination for this task
trying to stay in $50 area, but if i have to i may consider $100

3.6GHz aircooled isn't something that a lot of people can do. You have to get very lucky to get a chip that will do 3.6GHz on air. With that said, if you don't care about noise, go with the Thermalright SP-94 and the biggest and baddest 92mm fan you can that pushes the most air.

Do you know anything about your chip? What stepping or anything? The capacitor layout on the bottom seems to tell us quite a bit about the overclocking capabilities of a chip. Look at ol' man's post about a 1.8GHz Celeron doing 3.3GHz and look at the pics in there. Is that what yours looks like?

Looking at your sig...you have three systems listed. Which chip are you intending to overclock to 3.6GHz? If its that 2.6C that you have, I hope you have some really nice memory that will clock to 275MHz+ FSB speed. If its the 2.4A, then to get 3.6GHz, you will only need a 150MHz FSB, at which point your current PC2100 should be ok. Make sure your power supply is up to the task as well.
