Now the 9700 says it is 8x does that mean you need a special motherboard for the 8x feature? And if so does the Abit TH7II support it?

The Abit TH7II doesn't support AGP 8X, which means your Radeon 9700 will be running at the boards limit of AGP 4X.
Only the latest motherboards support AGP 8X.
