It's definitely the VIA drivers.
Remove them through Control Panel, and Reinstall. When you reinstall, it'll ask you at one point about AGP Mode, MAKE SURE YOU SELECT TURBO MODE. I think the new 4-in-1s are set to Default mode by default, so you probably clicked through it and didn't even notice they weren't set to Turbo. Just reinstall, make sure you use the Turbo option, and you're fine.
