Note the rubber band holding the fan to the radiator. I couldn't find another rubber band for the second fan, so I used a wire tie and attached the fan to the fan that was held by a rubber band.
The fans blow air thru the radiator and onto the motherboard - lowering motherboard temps.
Laugh if you want to, but it works very well and I slapped it together in about 30 minutes. The benchmark scores on those 600MHz Celerons are more than enough to crush your P3@whatever speed you overclock it to.
