Since it's ADSL, check your contract to see the realistic speed range. 1.5/128 is what Pacbell offer here from $39 but the actual speed is 384k/128 due to line sharing.
And yes, ADSL have sharing down the line.

Crap! I'm going to pay $50 a month for 650 down. Compared to 56k, anything is good. Above like 200k the only lag you get is the fault of the other end. You don't know how hard it is to go from 10 Base T to 28.8. That is slow.

I'm not racist! I have a color TV!
ASDL shares bandwidth. That is not what I have heard. ADSL's target is for homeusers, because we mostly do d/l oppose to business's upload demands. It does also cut the prices lower. Hardware911, if you live 1.5 to 2.0 miles from the CO. I don't think you will get the speed that your line is suppose to be. It's just a little too far from an ideal distance. (Hope I didn't remember wrong, Ideal distance, I think is 1 mile to 1.5 mile).
ADSL does share bandwith as well, thats just a marketing scheme to put cable down. In the end it all comes together and is shared in the CO. It is just that cable does it before it gets there.
In the end it only depends on how good your provider is. But FOR THE MOST PART (not always) DSL will give you better ping while Cable a wooping download over DSL.
ADSL shares bandwidth somewhere but not as extensively as Cable. It does have a bandwidth minimum cap so you'll never go below the speed you're guaranteed.
SDSL does not share. That's why it's much more expensive than ADSL and targeted toward businesses mainly.
The new Glite is a pretty good deal. Should cost somewhere between $20-$25. It also have a bandwidth cap.
