Athlon and Cooling

I ran across a site that sells Intel and AMD
processors that,apparently,have had their
internal clock multipliers altered to produce
higher processor speeds;but,in order to purchase these cpu's-you have to buy this sites cpu cooling application.The site is
"STEP THERMODYNAMICS".Do any of you have any
experience/info with their products-are their products any good? Thanks for any info!
