I will not answer to your question, but i can tell you that no single driver in my computer is "certified" and it still works very well.
To answer your questions, EAX makes the tasks of making the sound a little more ambiental, however, many games are also programmed to manually make the sound ambiental.
Most games that uses standard directsound3d API should be able to use properly 2,4 and 6 speakers, but you have to have properly configured your sound card's drivers to match your speakers setup.

On the fly ripping can be really slow if the DAE speed of the drive is crappy.

Well it depends on the player you're using, if it outputs through directsound then you should be able to listen music while playing.

If i remember right it doesn't support multiple waves at the same time, however, that can be emulated by using directsound (a part of directx).

I haven't read any audigy reviews, but you can see the specs in here http://www.soundblaster.com/products/audigygamer/specs.asp it says that supports 24-bit playback but only 16-bit recording.

ylun: You can still use win98 drivers under ME, i believe you can also use win2k drivers (i'm drawing this conclusion because i've seen many drivers that are ME/2k).

Maybe is just a bug with the winamp version you're using, try upgrading or downgrading. Also if you're talking about winamp 3, i must remind you that it's a BETA version, not a final stable version...
