Media player has the software version of that built in and it sounds like crap on a good sound card. On a crappy sound card it actually helps though.

I don't think the stuttering is part of that problem. Do you have dma enabled for your hard drive? That is probably what you need to do.

I would suggest hooking the cd-rom onto an ide cable. slave to hard drive or master on secondary port. You will get much better performance and much less latency.
