The Turtle Beach Santa Cruz is awesome and it has certified XP drivers that really work. newegg.com has it for well under your budget.

I had the same problem. The Diamond Drivers are junk Download the Aureal Vortex 2 Reference drivers. You can find them at windrivers.com. This will fix your problem until you install XP.
