What would cause flickering, then everything ends up in top half of screen. Vert. hold doesn't correct it? Acts like a short in it.

your monitor is going out!
Either bring it in to a repair shop or replace it. I would recomend you replace it.

Check your video card also
It shouldn't be an expensive repair.
Judging by the come-and-go nature of the fault, it's probably just a dry joint.
Or the vertical output transistor at worse(not very expensive).
