Is there a tiny little hole on the drive to insert a thin paper clip into? This is an emergency release. I've had disks stuck before - I try to jiggle the drive manually (by pushing it in or slightly up or sideways with my hand). Usually that does the trick.
Well if the emergency eject button doesn't work then I'd recommend taking the drive apart. I had to do this once with an old Acer 32X that was flipped over with a CD in it. When that happened the CD of coarse fell out of the tray and ended up inside the drive, so I just tore the drive apart and got my CD out. Then I put the drive together and I haven't had a problem with that drive since. Make sure though that you have the drive disconnected from the PC.
Sincerely,

Try ejecting the CD when computer is booting to Windows.
Assuming that the CD you had stuck was blank...let this be a lesson to all.. If you own an IDE burner then never reboot the machine with a blank disc in there..the PC will try to access the disc for eternity and eventually hang...hence the small hole on the front of all drives...
