control panel-->display-->settings-->advanced-->display adapter

thanks g13, but that doesn't work for me, it only says "default value card" and "optimal values" (translated from dutch windows version).
Are you sure all the V3 drivers are installed? This happened to me once when the drivers were not installed and I was scratching my trying to figure out why I couldn't change the refresh rate, the picture was way off center. Once I installed the drivers I could change it. Maybe you can try the drivers off the 3dfx website.
