Don't dare put that on any modern cpu, that specific model is a vga/bga chipset cooler, not a cpu cooler
i coulda sworn it was vga cooler too...and i later called the company and chewed their butts good. they apologized for printing it in the parts list.....so i ordered a Tt A1240

Well it would be a good heatsink if you had to squeaze into a U1 rack case (which are only about 2" tall). If you got more space I'd get a larger cooler (taller). Even a retail P4 heatsink (the one that Intel ships with most P4 CPUs) will likely cool much better than this one, but it would not fit in a U1 rack.
