it posts at 700 but locks before it starts loading windows
i use an fdp32 h/s and fan
will it go to 700 with more voltage/cooling

I'd be really surprised if it did. I havent seen any Celeys go higher than 666mhz. Mine will post at 666, @ -70c, but I can't hold the temp long enough to see if its stable.

I agree, for celerons you really need to go with water or Peltier cooling above 600MHz
