Actually, if you use the compressed air it works well...
Or if you mean grit and grime, use a solvent that evaporates quickly. The stuff in the case is fine with liquids, as long as there is no power...

This won't damage the Motherboard.
There are specific electronics cleaners - try Radio Shack. Another great accessory are the reducers for your vacum. All kinds of cool brushes, wands etc for cleaning PCB's, keyboards, etc.
if you're looking for a quick drying solvent, try acetone (nailpolish remover)... i dunno how this'll work with the chips (i'm a virologist, not a computer maker).

I wouldn't use acetone on a PCB - it dissolves many epoxies (try cleaning a fiberglass helmet with it! http://discussions.hardwarecentral.com/redface.gif).
Alcohol and cotton always works for me? It might for you too... and no, it doesn't wreck anything in the process and I've cleaned everything.
