What is the scoop on Multiplier Locking? Which CPU's are locked? I've heard all PII are locked, but some people I know say that their chips aren't locked. What's the real deal?

What is the scoop on Multiplier Locking? Which CPU's are locked? I've heard all PII are locked, but some people I know say that their chips aren't locked. What's the real deal?
Earlier PII are not locked, Later Pentium MMX, Pentium II and III, and Celeron are all multiplier locked. All AMD chips are not locked.
